MEMA was founded in order to develop and promote standards and cooperative efforts in emergency management, promote professional development for emergency management and business continuity professionals, and promote the training of its members in the areas related to emergency management.

MEMA was formed in 1984 by 9 metro counties:  Hennepin, Anoka, Ramsey, Dakota, Washington, Scott, Carver, Wright and Chisago.  At the time, it was stated that it was open to any other adjacent counties if the Board of Directors wanted to expand. The Metro Emergency Managers Association Constitution and the MEMA Bylaws were officially adopted on November 7, 1984.
