Description
Hennepin County's Emergency Management department is seeking an Emergency Management Coordinator to join their team. The ideal candidate should have a background in coordinating logistical field support with on-site and/or off-site local, state, and federal partners in support for training, community events, and disasters. Drive, operate and maintain heavy equipment. (i.e. towing, forklift, generators). Develop cyclic maintenance programs (i.e. scheduling, acquisition, exchange, ordering, delivery) and have experience with warehouse operations multi-location (track, inventory, stock, and optimize space)

Location and hours:
This position is on-site at the Public Works facility located at 1600 Prairie Drive, Medina, MN 55340. There is no public transportation to this facility. Work hours are Monday through Friday, 8 a.m. – 4:30 p.m. This position may occasionally include non-regular work hours/on-call during an “activation to assist” alert. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.
In this position, you will:

Develop, operationalize, track, and improve procedures to mobilize, dispatch and demobilize resources during and after an emergency.

Lead county damage assessment operations from Rapid Damage Assessment (RDA) through Preliminary Damage Assessment (PDA).

Store, maintain, and test resources in the Hennepin County disaster cache.

Lead maintenance and lawncare operations of Hennepin West Mesonet sites.

Assist in the annual resource gap analysis process and associated Hazard Identification & Risk Assessment (HIRA) update.

Determine and track scheduled or phased maintenance program with mobile inventory (internal or external contracts).

Maintain and/or develop a physical (visual and operational) cyclic inventory inspection program.

Maintain the warehouse floor plan, storage capacity, classification of inventory, slotting, and implementation for an efficient receiving process.

Provide training and update briefings to emergency management staff with logistics management that include warehouse storage capability, resource processes, sustainability, and organization.

Position Description
The Emergency Management Specialist provides assistance in Anoka County-wide efforts to prepare for, respond to, and recover from all hazard’s emergencies, events, disasters. The Emergency Management Specialist works under direct supervision and possesses beginning to working knowledge of subject matter, handles basic issues and problems associated with emergency management, and refers more complex issues to higher-level staff.
This temporary, on-call, non-exempt position is located at the various Anoka County facilities and field locations. Interviews will take place the week of April 6th, 2026 for those selected to move forward in the hiring process.
This position will work at Anoka County Building E located at 3203 St. Francis Blvd NW, Anoka, MN 55303.
Work hours are intermittent paid-on call based on the needs of the Emergency Management Department’s day-to-day and will vary in response to county emergencies.

Job Overview
As a Community Disaster Program Manager, you will ensure effective collaboration with Volunteer Services; identify, mobilize, and engage partners in all communities in assigned geographic area; and determine current readiness resources, facilities, supplies, local vendors, and strategies for addressing gaps. You will work with volunteers to ensure that the communities you serve are ready to respond to disasters.
Join us in meeting the needs of continuous disaster response! Regional disaster employees are required to deploy to disaster relief operations outside of their region at a minimum of once a year. Deployments contribute to skill building, career development and exposure to different types of disasters. Allowances may be provided for personal circumstances and local response activity. Employees must meet all training and physical capacity requirements for deployment.
Responsibilities include:

Empower Volunteers: Lead and support a diverse volunteer team responsible for the implementation of volunteer-led disaster cycle services programming throughout the assigned geographic area, or functional activities throughout the region. Functional activities include mass care, response, community preparedness, recovery, planning, and readiness.

Lead the Program: Implement either disaster cycle services activities within assigned geographic area or specific functional activities within the region

Mission Capacity Building: Develop and support disaster volunteers who are the primary workforce, and representative of the communities they serve, both culturally and linguistically Cultivate and develop Disaster Leadership Volunteers, including volunteer partners, to meet specific responsibilities as part of their work in disaster readiness, preparedness, response, and recovery.

Engage Community: Lead and coordinate efforts in assigned geographic area to prepare and mobilize communities and engage partners with specific functional expertise and assets to prepare for, respond to, and recover from disasters and emergencies.

Manage in a Matrix: Build relationships and collaborate in the matrix management environment with internal partners, including employees and volunteers.

Know Your Communities: Act as the Red Cross disaster subject matter expert within the assigned geographic area, to maximize Red Cross presence and community engagement and mobilization. Prospect and partner with organizations and leaders supporting frontline communities and community resiliency before, during and after disasters.
